This report by Advance Illinois, Foresight Law + Policy, and the Center for Urban Education Leadership at the University of Illinois at Chicago examines the new Illinois accountability system under ESSA, explains the rationale for the state’s current approach, analyzes recent research about how student performance improves, illustrates that the current goals are not realistic, and offers recommendations for an approach that is realistic and would create the right incentives for schools and districts.
